Assuming $cos(x)!=0$ and $sin(x)!=0$ , using the identity $csc^2(x)=1+cot^2(x)$ , we have

$csc^2(x)tan^2(x)-1 = (1+cot^2(x))tan^2(x)-1$

$=tan^2(x)+cot^2(x)tan^2(x)-1$

$=tan^2(x)+(cot(x)tan(x))^2-1$

$=tan^2(x)+1^2-1$

$=tan^2(x)$
