The point #(0,3)# is on the positive Y-axis and as such is on the boundary between Quadrant I and Quadrant II

Explanation:

There does not seem to be any generally accepted consensus as to whether the points on the axes (including the origin) should be considered as separate from any of the quadrants or if they should be (arbitrarily) defined as belonging to certain quadrants.
