The fact that m = 0 indicates that we have a horizontal line parallel to the x-axis and passing through all points in the plane with the same y-coordinate. That is y = constant ( c). The equation of such a line is written y = c.

In this case the line passes through (1 ,5) and therefore the constant is the value of the y-coordinate. That is y = 5.

Hence the equation of the line is y = 5
