What I would do is add 8 to both sides of the expression to cancel out the 8 on the left hand side and to get 2x by itself like this:

#2x - 8 < 7#
# +8 +8#

When you do that you should get

#2x < 15#

Now divide both sides by 2 to get x by itself like this:

#(2x)/2 < 15/2#

When you do that division you're left with x on the left hand side and 7.5 on the right hand side, with a less than sign separating them like this:

#x <7.5#
