First we will solve for #x# by making #x# the subject of the equation:
#2x + 9 - 9 < 16 -9#
#2x < 7#
#x < 7/2#
#x<3.5#

The graph will be a dashed line with the equation #x=3.5#. So you find #3.5# on the #x#-axis, halfway between #3# and #4#, then draw a verticle dashed line. As #x# is less than #3.5#, you shade in the graph on the left hand side, the side that has #0# ajd negative numbers.
