$2 x + 9 - 9 < 16 - 9$
$2 x < 7$
$x < \frac{7}{2}$
$x < 3.5$

The graph will be a dashed line with the equation $x = 3.5$. So you find $3.5$ on the $x$-axis, halfway between $3$ and $4$, then draw a verticle dashed line. As $x$ is less than $3.5$, you shade in the graph on the left hand side, the side that has $0$ ajd negative numbers.
