In order to simplify -3a^2b(9a^2-4b^2) you would use the distributive property and multiply -3a^2b by each of the terms in the parenthesis.
-3a^2b(9a^2) - -3a^2b(4b^2)

(a^2)(a^2) = (a)(a)(a)(a) = a^4 (b)(b^2) = (b)(b)(b) = b^3

-27a^4b - (-12a^2b^3)
