The fastest (and perhaps easiest) way is by synthetic division, to obtain:
$XXX 3 x^{2} + 11 x + 3$ $color(white)("XXX")3x^2+11x+3$ with remainder $\frac{97}{x - 3}$ $97/(x-3)$
