Why is tearing a sea star apart and throwing it back into the water an ineffective way of trying to reduce sea star populations?

Some species of starfish have the ability to regenerate lost arms and can regrow a complete new limb given time.
Explanation:
A few can regrow a complete new disc from a single arm , while others need at least part of the central disc to be attached to the detached part.
A separated arm lives off stored nutrients, until it regrows a a disc and mouth and is able to feed again.
