The domain is #RR - 0# (that is all Real values excluding #0#)
The range is also #RR - 0#

Explanation:

#f(x) = 3/x# is obviously not defined when #x=0# but can be evaluated for any other value of #x#

If we consider the inverse relation:
#color(white)("XXXX")##x= 3/f(x)#
it is clear that #f(x)# has a range with only #0# excluded (by the same reasoning as for the domain).
