If -5/13 is meant to be the angle (in radians) then use of a calculator or similar technology is the only way to reasonably evaluate:

If (-5/13) is meant to be the ratio of two sides of the associated triangle (e.g. if what is intended is something like sin(theta)=(-5)/13)
