The extreme values are expected to fall
3 Standard Deviation Distance on either side of the mean.

Then [look at the diagram also] the z value of 4 is -3 and the z value of 16 is 3.

z=(x-barx)/sigma

At x=16; z=(16-10)/sigma

At x=16; z=3

Then -

z=(16-10)/sigma
3=(16-10)/sigma
3sigma=16-10
sigma=6/3=2
sigma=2
