Is this a chiasmus:"Degenerate filth for filthy degenerate minds."?

This (to my way of thinking) is a bit borderline but I would be inclined to accept it as an example of chiasmus.

Explanation:

The chiasmus structure would be better balanced as:

"Degenerate filth for filth degenerates minds."

which has (again, to my mind) a clearer repetition of structure with reversed components.
