The slope of a line through #(3,1)# and #(6,8)# is
#m = (Delta y)/(Delta x) = (8-1)/(6-3) = 7/3#

We could chose either point (in this case I picked #(3,1)#) and fill in the slope-point form of the equation:
#(y-y_1) = m(x-x_1)#
to get
#y-1 = 7/3(x-3)#

Simplifying
#3y-3 = 7x-21#

#3y = 7x -18#
