There would be infinite number of solutions.
If we add 3x on both sides to the second equation, we would have 3x+9y=-3. Now, divide this equation by 3, we would have x+3y=-3. This equation is same as the first equation. We can now assign any number of values to x and we would have a distinct corresponding value of y. Thus there would be infinite number of solutions.
