$x=-98/27$ and $y=-31/27$

$3*(-2x-5y)+2*(3x-6y)=3*13+2*(-4)$

$-6x-15y+6x-12y=39-8$

$-27y=31$ , so $y=31/(-27)=-31/27$

Thus,

$-2x-5*(-31/27)=13$

$-2x+155/27=13$

$-2x=196/27$ or $x=(196/17)/(-2)=-98/27$
