Because there are no parenthesis (P) or exponents (E) we start with multiplication and division (MD) (from left to right):

#7 - 4 + 3 xx 0 + 1 -> 7 - 4 + (3 xx 0) + 1 -> 7 - 4 + 0 + 1#

Now, we do the addition and subtraction (AS) (from left to right):

#(7 - 4) + 0 + 1 -> (3 + 0) + 1 -> 3 + 1 = 4#
