I think that it is 2+-3.

Explanation:

4-8+-3(-1+-2)
=4-8+(+-(-1*3)+-(+-2*3)) (Distribute +-3 into the parentheses)
=4-8+(+-(-3)+-(+-6)) (The +-(-3) really should be minus or plus 3, but Socratic can't understand the minus or plus symbol)
=4-8+(+-(-3)+6) (Since +-1*+-1=1)
=4-8+6+-(-3)
=4-8+6+-3 (Since there is only no +- symbol now, flipping the minus or plus symbol to a +- symbol is okay now)
=2+-3
