By assigning different values to x, you can get y values

If x is zero, your function $y=0$
If x is 1, your function $y=7/4$
If x is 2, your function $y=7$ etc.

Now you can graph it:

graph{(7x^2)/4 [-4.396, 5.604, -0.45, 4.55]}
