The y intercept is when x=0

y=1/3x-4 => y=1/3(0)-4 => y=-4

When x=0, y is -4, so you have the point (0,-4)

The x intercept is when y=0

y=1/3x-4 => 0=1/3x-4

1/3x=4 => cancel(3*1/3)x=4*3

x=12

When y=0, x is 12, so you have the point (12, 0)

You have these two points, plot them in the graph and connect them by a straight line extended beyond them. By this you have done the graphing by using intercepts.
