There can be no graph for this "equation" because it has no valid solutions.

Explanation:

Since the absolute value of anything >=0
abs(3y-2) >=0

rarr 6-abs(3y-2) <=6

Therefore
color(White)("XXX")6-abs(3y-2) can not be equal to 10

I suppose for a graph, you could draw the X and Y axis and not put anything on the Cartesian Plane they define (or draw a number line for y with no points selected on it).
