Firstly, familiarise yourself with what kind of graph this is. For example, this is a linear graph with the formula y=ax+c.

Secondly, find the x-intercept(s) when y=0,
5x=-15
x=-3

Thirdly, find the y-intercept(s) when x=0,
3y=-15
y=-5

Finally, plot this 2 points on the graph and connect them together.
