Arrange the equation and get your solution

Multiply the first equation by -1:

$4x + 2y = -14$
The second equation is the same:
$-4x - 15y = -1$

Now combine these

$2y -15 y= -14 -1$

$-13 y= -15$

$y=15/13$

Put this value in any equation (I used the first one):
$-4x - 30/13 = 14$

$-4x = 14 + 30/13$

$-4x = (182+30)/13$

$-4x = 212/13$

$x = -53/13$
