This reaction is a neutralization reaction.

In a neutralization reaction if you balance the water the rest of the equation will balance.

#Pb(OH)_2 + HCl -> H_2O + PbCl_2#

The hydroxide #(OH^-)# from the base will combine with the hydrogen #(H^+)# from the acid to form water. Since you have 2 hydroxides you will need 2 hydrogen to form 2 water.

#Pb(OH)_2 + 2HCl -> 2H_2O + PbCl_2#

Once the water balances the rest of the equation will be balanced.
