The same environmental 'problem' can affect different geographical scales.

Explanation:

Two unfortunate examples are air pollution and water pollution.

Wherever it occurs it is, of course, local. Larger areas such as metropolitan ones can create a regional problem that extends beyond any local boundaries.

Finally, those regional problems can become so large and pervasive that they impact the environment globally. It is also possible that "local" environmental problems are pandemic - occurring at "localities" at many places around the world.
