Retreating monsoon is also known as Northeast Monsoon.

As in the figure above you can see the lines of direction of monsoon going back to Southwestern India.
During the Months of October- November, the South West monsoon winds become weaker and start retreating (or withdrawing) from the skies of North India.
This retreat of monsoon increases temperature. This increase in temperature is termed as October heat.
In short You can say that Retreating Monsoon means Withdrawing of monsoon clouds from Indian Skies.
NOTE- This answer is given taking INDIA as the monsoon country. But this answer applies to all the countries when the retreating time begins.
