No - the fuse will just blow
Explanation:
The current flowing (24/8=3A) is just at the limit of the fuse current and so the fuse should melt and blow unless it has a tolerance outside of 3A. It might just work for a while but any slight fluctuations in the resistance or voltage will likely make it blow. The procedure is always to use a fuse with the next rating up from the maximum current which is expected to flow safely in a circuit.
