It would be far easier.

Explanation:

Parallax measuring involves measuring small angular differnces from both sides of a base. The longer the base, the better the measurement.
Earth based measurements can use the extremes of the Earth's orbit as a base, some 300 million km.
Using Neptune's extremes of orbit, this would create a base of about 8 billion km, this is almost 27 times as wide.
