Let's start with what percent is. Percent is a ratio, in other words think of a fraction.

#Percent=(x)/(y)*100#

Where #x# and #y# are the numbers being compared.

Note how percents aren't commonly over #100%#, in other words,

#x/y < 1#

so that 3, doesn't become more than #100%# of 29.

Because #x/y < 1# , we know that 3 is over 29, not the other way around.

so...

#Percent=(3)/(29)*100#
