Let's start with what percent is. Percent is a ratio, in other words think of a fraction.

$Percent=(x)/(y)*100$

Where $x$ and $y$ are the numbers being compared.

Note how percents aren't commonly over $100%$ , in other words,

$x/y < 1$

so that 3, doesn't become more than $100%$ of 29.

Because $x/y < 1$ , we know that 3 is over 29, not the other way around.

so...

$Percent=(3)/(29)*100$

$Percent~=10.345%$

We can check this by multiplying 29 by 10.345% and find:
