Multiplying out:
$y=4x^2+x^3-28x-7x^2-(4x^2+9+12x)$
so we get

$y=4x^2+x^3-28x-7x^2-4x^2-9-12x$
Combining likewise terms
$y=x^3-7x^2-40x-9$
