The radius is 2.07 ft.

Explanation:

To solve we will be using Circumference, Diameter, radius, and Pi
Circumference is the perimeter of the circle. Diameter is the distance across the circle going through the center of it. Radius is half the diameter.

Pi is a very useful number used for measurements of circles all the time, however since it seems to never end I will round it to 3.14.

Circumference = Diameter x Pi
13 ft = d(3.14)
4.14 (rounded) ft = d

Now we divide 4.14 ft by 2 (because its the diameter) to get the radius which is 2.07 ft.
