It is degree #0#.

The constant term of any polynomial is also considered the coefficient of the #0^(th)# power term.

The degree of a polynomial is the greatest power with non-zero coefficient. So the degree of a non-zero constant polynomial is #0#.

The degree of the monomial #0# is left undefined (or, in some fields, defined to be #-oo#).
