As I already answered in one of the questions, the electromagnetic forces and fields depend on the material where they are placed. They depends on permittivity and permeability constants of the medium. The velocity also differs when medium is present or absent.
One more thing is that the frequency of a particular wave is a constant, only the wavelength changes when the wave enters a medium from the vacuum.
