20%

Explanation:

Percent comes from two word; "per" means 'divide by', "cent" means '100'. [eg: century = 100 years) So, "percent" means
'divided by 100'.

#(part)/(all)=(part)/(all)#

so (part cost)/(whole cost)=(part percent)/whole percent) and a 'whole percent' is 100%.

#($350)/($1750)=(part %)/(100%)#

#(part %)=($350)/($1750)*(100%)#

#(part %)=20%#

Notice how the dollar signs cancel and the only unit left is percent.
