I believe the word "people" is a plural noun.


If you say a "group of people" it will be a collective noun.

A collective noun is a noun used to describe a group of objects like

  • a flock of birds.

  • a herd of sheep


Word "people" cannot be used in the way showed above, so it is not a collective noun
