Is the punctuation in this sentence correct? That was the beginning of a new chapter in my life: a chapter which would include people I never would have expected.

According to AP style, colon is not needed.
Explanation:
We generally use colon when serial issues are going on.
Like, everyday at night, I finish my factory job then it goes few tasks routinely for years: taking the bus, reaching the home, taking a shower, having dinner and sleeping till 6am.
Your sentence is not like that serial issues though if you use new clauses, you have to use a capital letter the first clause.
Or use a simple semicolon, or use a new independent connecting word like, and a chapter, but I would never have expected---- that will be perfect word order of an adverb--never.
That was the beginning of a new chapter in my life,and a chapter which would include people I would never have expected.
Or
That was the beginning of a new chapter in my life; a chapter which would include people I would never have expected.
Or
If a "that" is a starting clause, you must use another clause by grammar.
