No, any terminating decimal number is rational.

The real numbers (RR) consist of the union of the rational numbers (QQ) and the irrational numbers (ZZ)

Any number that can be expressed as a terminating or recurring decimal is rational - i.e in QQ

A number in ZZ cannot be expressed by a terminating decimal.

Hence, 6.416 is in QQ and therefore not in ZZ
