In a double bond there is one sigma and one pi bond.
Between any two atoms there can be only one sigma bond, since this bond lies directly between the two atoms. Thus, any additional bonds must be pi bonds. The maximum number of bonds between two atoms is three, so the maximum number of pi bonds is two.
