I am the tallest boy in the class.
I changed the voice of the sentence as you being the tallest boy in the class because in changing the voice of the sentence I put the action first and the tallest boy is the action here.

A sentence can be written in Passive Voice only if its verb is a transitive one (i.e. it has a direct object). The verb to be does not have an object (i.e. is intransitive), so it cannot be written in Passive Voice.

This sentence can be written in Passive Voice because the verb to write is transitive here. It has an object this letter. In Passive Voice sentence the object becomes the subject:
This letter was written by John.
- The Sun rose at 6 a.m. today.
This sentence cannot be written in Passive Voice because the verb to rise in intransitive here. It has no object, so there is no word which could become the subject of a Passive voice sentence.
