This is already in standard form.

To classify via number of terms, we count how many terms there are in the expression. A term is a variable and it's exponent.

color(green)(6b^3) + color(green)(9b^2) - color(green)(12b) + color(green)(0)

Now let's classify it via the degree

Since the expression is already in standard form, all we look at is the leading term, and its exponent
