It's about moving the decimal point.

You move the dp untill there is just one non-zero digit in front of it.
The number of places you move is the #10#-power.

If you've moved to the left , the #10#-power is positive
If you've moved to the right , the #10#-power is negative
(if you haven't moved at all the power is zero)

#1234=1.234*10^3# moved 3 to left
#0,01234=1.234*10^-2# moved 2 to the right
#1.234=1.234*10^0# not moved
