Explanation:

With scientific notation (or standard form), we always lay it out with a 1 digit number between 1 and 10 (including 1 but not 10).
Or rather #1<= n < 10#

Then, we multiply it by a 10 to the power of something until it is big or small enough.

#0.75# thousand is #750# which would then be changed to #7.5# and multiplied by #100# to get it to 750.
#100# is just #10^2#, so we write #7.5 xx 10^2#.
