When one has the form,

#|f(x)| = C#

then one writes two equations

#f(x) = C# and #f(x) = -C#

and then solves both equations for x. But, when C = 0, there is only 1 equation, because #0 = -0#

Given: #|2/3x+2|=0#

The special case of C = 0 applies, therefore, we write only 1 equation:

#2/3x+2 = 0#

Solve for x:

#2/3x = -2#

#x = -3#
