To sketch the graph you have to sketch $y=-3x^2$ and translate it by $vec(v)=[-1;2]$

The graph can be obtained by first drawing the graph of $y=-3x^2$ and then moving it by 1 unit left and 3 units up
(or by a vector $vec(v)=[-1;2]$ )
