First and foremost, a < or > graph always uses a dashed line.

Now, we assume #x=y# and start plotting points.

The graph #x=y# is the same as the graph #y=x# by symmetric property, and here is the graph for that:
graph{y=x [-10, 10, -5, 5]}

Assume now, that #x<=y#.
Pick a point and test it; #(-3,2)#, for example.

Since #-3<2#, we find the point and shade the side of the line containing that point. Then, we change the solid line to a dashed line:
