The range is the set of 2nd coordinates in pairs.

Here it is:

R={0,1,5}

The condition of being a function is:

For each argument in the domain there must by only one value assigned to it.

Here this condition is met.

If we added for example a pair (1,0) then the new relation would not be a function because it would have 2 values 0 and 5 both assigned to the same argument (1).
