Percent is another way of writing a fraction. But for percent the denominator is fixed at 100. So $40 % \to \frac{40}{100}$ $40% -> 40/100$

The 'per' in percent means 'for each'.
The 'cent' in percent means '100'.

So 40% means that you have 40 for every 100 of something.

Thus from your question we have:
