The #-4# means you have to move the decimal point #4# to the left.

Explanation:

So we first add 4 zeroes in the front:
#=00002.14*10^(-4)# which is no real change.

Then we move the decimal point 4 to the left:
#=0.000214#

You can also memorise that there will be 4 zeroes in front of the original number, one of which be in front of the decimal point.
