For a black dwarf to form by the cooling of a white dwarf is estimated to require about 10^15 years.

The universe has only been around for about 13.8 billion years. That's 1.38 xx 10^10 years.

So it will take until about 70000 times the current age of the universe for the first black dwarfs to form.
