Can a simple test determine whether or not a molecule is polar or non-polar?

A possible test would be to dissolve the substance in water.
Water is a polar solvent, so, only a polar compound will readily(or completely) dissolve in it.
Substances that are non-polar will only perfectly dissolve in non-polar(mostly organic) solvents like benzene and ether.
