The radius of wheel is =0.12m

The effort is =Ekg

Taking moments about the center of the axle

200g*0.06=E*0.12

E=(200g*0.06)/0.12=100gN

Force =100gN

Distance =2*pi*0.06=0.12pi

Work done =100g*0.12pi=369.5J
